Why was my WhatsApp template rejected?

Most rejections come from one of four things: the template does not match the category it was submitted under, it contains a variable with no sample or a variable doing work the text should do, it reads as promotional while claiming to be a utility message, or it breaks a formatting rule such as starting or ending with a variable. Meta returns a reason with the rejection, and fixing the text is faster than appealing it.

Category mismatch

A template submitted as Utility that markets something gets rejected. A template submitted as Marketing is approved, but priced and rate-limited as marketing.

The test Meta applies is what the message does for the recipient, not what you call it. An order update is utility. An order update that also mentions a sale is marketing.

Meta may also re-categorise an approved template later. That is not a rejection and the template keeps working, but the pricing and the rules that apply to it change from then on.

Variable problems

Every variable needs a realistic sample value at submission. Placeholder text like "xxx" is a common rejection.

A template cannot start or end with a variable, because Meta cannot tell what the message reads like when that value is empty.

Variables that carry the whole meaning get rejected too. A body consisting only of {{1}} is not a template, it is a free-form message wearing one.

Content that is never approved

Anything asking for sensitive data in the message itself — card numbers, passwords, government identifiers.

Content in Meta’s prohibited commerce categories. No wording gets a template through for a prohibited product.

Messages that threaten, pressure, or imply consequences for not replying.

What to do with a rejection

Read the reason before editing anything. Rejections for category, formatting and content need completely different fixes, and guessing wastes a resubmission.

Edit and resubmit rather than appeal. Appeals are slow and are for genuine mistakes, which most rejections are not.

Repeated rejections on one number are themselves a signal to Meta. It is worth getting a template right rather than submitting five variations of it.
