What are WhatsApp template categories, and how do you choose the right one?

Meta sorts every message template into one of three categories: Marketing, Utility or Authentication. The category is decided by what the message does for the recipient, not by what you call it, and it determines both what you are charged and how strictly the template is reviewed. Marketing is the broadest and most expensive; Utility covers messages about a transaction the customer already entered into; Authentication is for one-time passcodes only.

Utility

A message about something the customer already did: an order confirmation, a delivery update, an appointment reminder, an invoice falling due.

Cheaper than marketing and approved readily, because the recipient is expecting it.

The line is thinner than it looks. A delivery update that also mentions a sale is not a utility message any more — it is marketing with a delivery update attached.

Marketing

Anything intended to start or continue a commercial relationship: offers, launches, newsletters, re-engagement, and abandoned cart messages.

The most expensive category and the one that needs marketing opt-in. It is also where blocks and reports come from, which feed the quality rating that caps how many people you can reach.

Calling a promotional message a reminder does not move it. Meta categorises on what it does.

Authentication

One-time passcodes and login verification. Nothing else.

Tightly constrained in what the text may contain, because the format is what makes a code recognisable and hard to spoof.

Not a cheap route for other messages — a template that is not genuinely a passcode will not be approved as one.

Re-categorisation

Meta can change the category of a template after approving it. That is not a rejection and the template keeps working.

What changes is what it costs you and which rules apply, from that point on and without a new approval step.

This is the main reason to categorise honestly at submission. A marketing message approved as utility is not a saving you get to keep.

Why the categories exist at all

WhatsApp is a personal channel and Meta is protecting it from becoming another inbox people ignore.

Reading the categories as a pricing table misses the point. They are a statement about what a business is allowed to interrupt someone for, and the pricing follows from that.
