Abandoned Cart Recovery
People fill a basket and leave. Email recovery gets opened by a fraction of them, and WhatsApp is read far more reliably — which is exactly why the rules around it are stricter.
An abandoned cart message is a marketing message under Meta’s rules, even though it refers to something the customer started. It costs more than a utility message, needs opt-in for marketing contact, and is one of the fastest ways to damage a quality rating if sent to people who did not ask for it.
Which kind of message this is
Marketing. Calling it a "reminder" does not change the category — the message exists to make a sale that has not happened yet. Submitting it as Utility is a common rejection, and Meta can re-categorise it later even if it slips through.
Get consent at the point of the cart
A checkbox saying you will message them on WhatsApp about their order, worded so it is obvious. Without this, everything below is a bad idea.
Submit the template as Marketing
It will be approved as marketing. Trying to pass it as utility wastes a submission and teaches Meta something about your account you would rather it did not learn.
Trigger it from your shop
